This is an insightful capsule of how the road to success can result in failure. It takes a champion at every level to monitor the current and potential barriers. Of interest seems to be the lack of concern for the students who were expressing a desire for the program, but that pressure was not viewed as an opportunity by faculty and administrators but as a threat to the status quo. Not clear, but the collapse may be due to the initial interest of the funding without a commitment to what was funded, though I assume that commitment was expressed. Once it was realized that the funding was going to actually achieve what the Foundation wanted, the interest faded. Perhaps the hope was that the funding would be obtained, the program would have been insignificant, and the status quo preserved.
